Canada has revealed its Immigration Levels Plan for 2020-2022, and the higher intake targets set for the coming years give a lot of hope for aspiring immigrants. As per the plan, Canada will be welcoming over one million new permanent residents in the next three years. By 2022, the number of new immigrants to be admitted by Canada may go up to 390000, says the plan.
The gradual increase in immigration target
The new Immigration Levels Plan for 2020-2022 indicates that Canada is continuing with its approach to increasing immigration levels gradually. The total number of newcomers admitted by Canada in 2018 was 320000. In 2019, the number was increased to 341,000. Canada has again set a target of 341,000 for 2020. In 2021, the country plans to welcome 350000 newcomers and in 2022, another 361000 new immigrants. As per the new Immigration Levels Plan, there is a scope for Canada to welcome as many as 390000 new immigrants in 2022. By admitting more and more new immigrants to the country, Canada aims to address the labour shortage, promote innovation and thus stimulate the growth of the economy further.
The top priority for economic class immigrants
Canada’s Immigration Levels Plan for 2020-2022 gives priority to economic class immigrants as 58 percent of the total number of the new immigrants would be admitted to Canada through the economic class immigration programs during the plan period. Twenty-six percent of the immigrants would arrive in Canada through the family class immigration programs while the remaining 16 percent would be admitted on humanitarian and compassionate grounds.
The top priority for economic class immigrants
Canada’s Immigration Levels Plan for 2020-2022 gives priority to economic class immigrants as 58 percent of the total number of the new immigrants would be admitted to Canada through the economic class immigration programs. These programs include Express Entry, Provincial Nominee Program, Quebec’s programs besides federal programs such as the Atlantic Immigration Pilot (AIP). Canada is planning to raise the target for economic class immigration by nearly 10000 immigrants each year.
The target for PNP has also been increased by 20 percent for 2022, compared to 2019. The number of immigrants to be admitted through various pilot programs will also be increased. Canada is promoting these pilot programs intending to encourage regional migration. The target for pilots like the Agri-Food Immigration Pilot and the Rural and Northern Immigration Pilot is 5200, which will be doubled by 2022. The IRCC will be collaborating with 11 communities across Western Canada and Ontario to welcome the first wave of newcomers who would arrive in Canada through the Rural and Northern Immigration Pilot later this year. Though AIP will be made a permanent program, the target will remain stable in 5000.
Twenty-six percent of the immigrants would arrive in Canada through the family class immigration programs while the remaining 16 percent would be admitted on humanitarian and compassionate grounds. But IRCC remains committed to the cause of offering refuge to women, children and sexual minorities facing persecution in their home country. Besides, they are planning to launch a dedicated refugee stream that aims to offer protection to human rights advocates, journalists and human rights activists.
Canada has also revealed its plans to eliminate the citizenship fee and take adequate measures to prevent immigration fraud. Further, the country also remains committed to the cause of modernizing the immigration procedures to make the experience better for new immigrants.
Canada’s immigration levels
The current annual immigration intake level of Canada, which is around 300000, is more than five times when compared to 1867. With the gradual increase in immigration levels, Canada aims to support the high living standards the country offers to its residents. The current population of the country is ageing fast, and the birth rate is dismally low. In such a situation, the only way to ensure a sufficient supply of labour force is immigration. The new immigrants are expected to contribute towards the sustained growth of the economy as consumers, taxpayers and workers. The Canadian government must sustain the growth of the country’s economy to continue giving free healthcare and other social benefits to the elderly population.
With the latest Immigration Levels Plan, it is expected that Canada would continue to increase the immigration levels gradually, which may eventually break the threshold of 400,000 newcomers a year. The next Immigration levels plan of Canada is expected to be released by November, which may contain the target for the year 2023.
As Canada has once again revealed its commitment to promote immigration to the country, this is the right time for hopeful immigrants to start the preparations for migrating to Canada.
