Canada To Accept 1.5 Million Immigrants: Reveals Minister Miller

Canada's Immigration Minister, Marc Miller, recently revealed intentions to enhance Canada's immigration system. The ongoing collaboration between Immigration, Refugees and Citizenship Canada (IRCC) and various stakeholders actively contributes to a brighter Immigration system.

Miller pointed out that IRCC has been engaging with stakeholders and the public throughout the year to shape a more robust immigration system in the future. As a result, IRCC is integrating this feedback to carry out its new immigration strategy, titled An Immigration System for Canada's Future. He admitted that the responsiveness of Canada's immigration system has been less than satisfactory in recent years, and this is an aspect that IRCC aims to rectify.

After Miller's announcement, IRCC published its new strategic report to keep stakeholders informed about the department's objectives. IRCC is actively addressing several key issues to improve the effectiveness of the Canadian immigration system, such as:

  • Aligning the immigration system with labour market needs
  • Modernizing application processes for newcomers, including digital submission and tracking
  • Improving IRCC's application processing service standards
  • Assisting smaller communities to attract and retain newcomers
  • Promoting francophone immigration across Canadian communities

IRCC's report details three primary pillars and associated measures aimed at maintaining Canada's attractiveness as a top choice for newcomers:

  • Enhance the welcoming experience for newcomers.
  • Harmonize immigration with the demands of the labour market.
  • Construct a comprehensive and coordinated growth strategy.

Implementing a New Operational Platform: Digital Platform Modernization (DPM)

The department wants to make a better experience for newcomers by using a new system called Digital Platform Modernization. This new system will make things faster and easier for people applying to come to Canada.

IRCC states that the new digital platform will enhance efficiency and enable the department to handle the unmatched requirements for working, studying, visiting, and residing in Canada. This platform will feature various capabilities, such as a single online access point to immigration programs, increased automation, and digital self-service options.

The department aims for the DPM to speed up application processing, enhance program integrity, and create a more transparent and human-centred immigration experience.

Aligning Immigration with Canada's Labor Market

Minister Miller, during his speech, emphasized the significance of aligning immigration with the labour market needs in Canada. IRCC stated that to attract and retain talent across high-demand sectors like construction and healthcare, it must identify necessary skills and newcomers possessing these skills and efficiently match them to available jobs in Canada. This initiative includes expanding opportunities for international students and temporary workers having sought-after skills to remain in Canada.

The IRCC report additionally emphasizes the implementation of category-based Express Entry rounds of invitations designed to attract top talent with work experience in key sectors.

IRCC is establishing the position of Chief International Talent Officer to align Canada's immigration policies with comprehensive long-term skills and labour strategy.

The Officer will gather details about the skills Canada needs in future and make sure that immigration fits well with Canada's job market and industry plans.

Building an Inclusive and Unified Strategy for Growth

IRCC emphasizes that, in addition to attracting skilled professionals, they must also focus on providing support and settlement services for newcomers while considering the needs of Canadians. This involves addressing concerns such as housing and healthcare.

Minister Miller speculated that some newcomers might leave Canada due to issues regarding affordability, housing, and the recognition of their international credentials.

IRCC emphasizes that national and regional immigration initiatives, like the Atlantic Immigration Program (AIP), play a crucial role in maintaining growth and bolstering Canada's economy.

The department highlights a growing necessity to assist both permanent and temporary residents. IRCC plans to investigate additional possibilities to create a comprehensive plan, coordinating housing, healthcare, and infrastructure among federal government departments. This coordination will closely collaborate with provinces, territories, and municipalities.

Reframing Organizational Structure of IRCC

Former Immigration Director Neil Yeates was commissioned earlier this year by the IRCC to assess the effectiveness of its current structure in achieving the department's objectives.

Yeates' report proposed several suggestions for restructuring IRCC, including:

  • Implementing a business line-based structure
  • Reforming the governance system
  • Introducing a more robust planning and reporting system
  • Fostering a supportive culture within IRCC

In an interview with journalist Paul Wells, Current Deputy Minister Christiane Fox stated that starting in June 2023, IRCC began gradually implementing changes based on Yeates' report. The department is now organizing its structure across lines of business, aiming to make IRCC more responsive to various global events.

Canada's Office of the Auditor General (OAG) conducted an audit revealing that in 2022, IRCC's backlog of permanent resident applications needed to meet acceptable standards. The other recommendations included a review of service standards and workload adjustments in regional offices to enhance application processing efficiency.

Immigration Levels Plan 2024-2026

By November 1st in every non-election year, the Canadian government has a legal obligation to unveil the plan. This plan details the number of permanent residents Canada aims to admit in the following three years across all classes. Moreover, it provides a breakdown of the permanent resident levels by program.

During his address to the Canadian Parliament's Standing Committee on Citizenship and Immigration, Miller emphasized the importance of maintaining Canada's high immigration targets.

The Immigration Level Plan 2024-2026 holds great importance as it allows the Canadian government to prepare for a growing population. Ensuring the availability of adequate infrastructure, including healthcare, education, housing, and settlement services, is crucial to supporting newcomers while settling in Canada.

Over the next few years, IRCC plans to welcome over 465,000 newcomers in 2023, increasing to 485,000 in 2024 and an impressive 500,000 immigrants each year in 2025 and 2026. These targets reflect Canada's dedication to welcoming and integrating newcomers into its diverse society.
