25,722 ITAs Issued in February 2026 in Canada

In February, Canada issued 25,722 invitations to apply (ITAs) for permanent residence. Despite the reduced targets for the total immigration under the 2026–2028 Immigration Levels Plan, the number of invitations issued proves the vast opportunities for skilled foreign workers in Canada.

Most of the ITAs were issued through Express Entry draws—19,593 ITAs. It clearly was based on the labour market requirements. The other programs through which invitations were sent include Ontario OINP, Alberta AAIP, BC PNP, New Brunswick PNP, and PEI PNP.

The biggest draw in the Express Entry in February was for French-language proficiency, in which 8,500 ITAs were issued at a CRS cut-off of 400, followed by the Canadian Experience Class draw, which issued 6,000 ITAs at a CRS cut-off of 508, and a healthcare and social services draw with 4,000 ITAs issued at a CRS cut-off of 467.


In February, the first-ever Express Entry draw exclusively for physicians with Canadian work experience was also conducted, and 391 invitations were issued, with a CRS cut-off score of 169.

The Provincial Nominee Programs sent 6,129 invitations, led by Ontario’s 3,229 ITAs across the targeted streams, followed by Alberta and British Columbia.

The skilled workers are, in effect, given priority in Canada, and they have a higher probability of receiving ITAs.
