Canada's Latest Express Entry Draw: Healthcare Sector Receives 3,500 ITAs

Immigration, Refugees and Citizenship Canada (IRCC) has just conducted a significant Express Entry draw. In the latest Express Entry draw, Healthcare and Social Services professionals are in a big win this time. 3,500 Invitations to Apply (ITA) for Canada PR 2025 to applicants in the Healthcare & Social Services occupational category were issued after the draw held on November 14, 2025. It is the sixth draw in 2025 for Healthcare and Social Service Occupations, and the draw with the lowest Comprehensive Ranking System - CRS cut-off score of 462. With 13,292 Invitations to Apply (ITA) issued to candidates in this category in 2025, this is the best time for skilled healthcare workers.

Express Entry draws in October and November 2025

Between October 1 and November 14, multiple IRCC Express Entry draws were held across different categories:

  • Canadian Experience Class (CEC) draws occurred three times, each issuing 1,000 Invitations to Apply (ITA) with Comprehensive Ranking System (CRS) score cut-offs of 534, 533 and 533.
  • Provincial Nominee Program (PNP) draws were conducted three times, each issuing 345, 302, and 714 ITAs with cut-off scores 778, 761 and 738
  • French language proficiency draws were conducted twice, issuing 4,500 and 6,000 ITAs with lower cut-offs of 432 and 416.
  • Two Healthcare and Social Services draws were conducted, offering 2,500 and 3,500 ITAs, and the CRS cut-off score was 472 and 462.

Priority to the category - Healthcare and Social Services occupations

The IRCC issuing a large number of Invitations to Apply (ITA) in the Healthcare and Social Services category reflects the growing demand for workers in the specific industry and the critical role professionals in the field play in Canada's immigration plans. The total ITAs issued in 2025 are 85,723, and out of these, a major share, the third-most ITAs, has gone to the healthcare and social services category, making it a priority occupation.

Lower Comprehensive Ranking System (CRS) score—Broader Access

The low cut-off score, which is 462, means that qualified healthcare workers have more accessibility to receive ITA than in categories with higher thresholds. For instance, the Canadian Experience Class (CEC) draws often demand above a score of 530.

Big Focus on Express Entry—Understanding the trends

The category-based selection indicates how IRCC is focusing on filling the increased labour demand gap. The 3,500 Invitations to Apply (ITA) in a single draw for the healthcare category are among the largest category-specific draws. In 2025, the highest number of draws was for the Provincial Nominee Program (PNP) (21 draws), followed by CEC (12 draws), French language proficiency (7 draws), and then Healthcare and Social Services (6 draws).  The French language proficiency draw had the highest number of ITAs this year, with 36,000, followed by the Canadian Experience Class (CEC) (23,850 invitations), the Healthcare and Social Services category (13,292 ITAs), the Provincial Nominee Program (PNP) (7,963 ITAs), and so on.
